One of Kiplingers readers says that at a recent party, many friends and neighbors are planning on going 90-days late to re-negotiate their mortgages. (All say they are upside-down.) Here is Kiplinger's closing sentence:
It will be difficult for the administrators of these programs to distinguish real hardship from chiseling, but I hope they can.
OK, we know how the administrators might identify the chiselers, but what crime should they be charged with and what should the consequences be?
